How well does your country speak English? Well it is a combination of factors. One is if the native language of your country is similar to English or not. Another factor could be how "open" your country is to speaking other languages. France, for example is very proud of French and therefore most people don't like to speak other languages. Belgium, on the other hand has three official languages, French, French and German, and since Brussels is the capital of Europe, English is also spoken. How does your country tally up?
